Fear causes you to move randomly every 3 seconds. It's fairly difficult to prevent someone from curing fear because 'compose' can be done off balance and equilibrium and is not stopped by an affliction like many other cures are. However most abilities that cause fear also immediately 'tick' the move attempt which causes people to immediately move regardless of how quickly they can cure it.
