Burns are a leveled affliction ranging from first degree to fourth degree. Currently only pyromancers have skills that interact with burn levels directly. Burn levels also cause a malus to fire resistance (capping at -4/-6 at fourth degree burns, -3/-6 at third degree, -2/-6 at second degree and -1/-6 at first degree) and causes a malus to bal/eq speed (-3/-8 at fourth degree, -2/-8 at third degree and second degree and -1/-8 first degree).
Pyrotoxin is currently believed to be the lowest amount of burn that a skill or ability can cause so we use it to measure the difference in burn levels.

It takes 13 applications of ice to cure 25 sips of pyrotoxin, so we can assume that each ice application cures 2 levels.
The last row of this table refers to adding applications of pyrotoxin after achieving 4th level burns, there are approximately 12-14 applications that can be added above the 4th before a limit is reached. So at maximum pyrotoxin applications 6 applications of ice will reduce one to third degree burns.
