INFLUENCE - APPRAISEMENT
Syntax: ASK <village leader> WHAT WILL I GET FOR <gold> [FOR <person>]?
You can get the village leader to reveal how much amnesty he will give you in exchange for some sum of gold if you use Influence's parley skill.
You can also attempt to ask for another person, but he or she must be in the same room as you.

Unlike what the AB implies this can be used on any NPC leader that can accept an amnesty. They will send you a tell either saying that the amount isn't enough, offering a specific amount of amnesty (less than a year based on current testing), or a full amnesty. In one test 5k seemed to be the lower end of when amnesty started and around 50k is when full amnesty can be settled.
Message (1st person, nothing):
- <leader> tells you, "2000 gold is a pittance!"
Message (1st person, amnesty):
- <leader> tells you, "For 8000 gold, I will grant you 2 months of amnesty."
Message (1st person, full amnesty):
- <leader> tells you, "For 49000 gold, I shall grant you full amnesty."
